That's a magsafe adapter, right? It's most likely related to the Magsafe safety concerns (especially with early ones). Apple should be more than happy to replace it.

I would make sure you show them the article linked from MacBytes. The Apple Store employee might not know about the problems people have been experiencing and may blame it on misuse. Anything you can do to demonstrate that it's a widespread problem will help your case.
Then it's most likely the first generation. Just take it in. And absolutely, positively, DO NOT USE it at all between now and then (the magsafe, that is; you can use the notebook as long as you have another way to power it). 
Yeah, it's likely from the same general timeframe as the others people are reporting problems with.
I'm really wondering how soon this will be a recall. Apple should be pro-active about this and do a voluntary recall, now that it's clear that these incidents are, even if infrequent, not isolated and quite possibly catastrophic. I leave my iBook plugged in sitting next to my iMac all the time, unattended. I would not be a happy camper if I had to worry about it setting on fire. Not the end of the world... but just like the battery recall, it needs to be dealt with.
I'd also like to know, I accidentally got the power adapter cord stuck under a leg of a chair and I kind of leaned back alittle bit. Is that covered? It's like, flat in some spots.

I think you'd have a hard time getting that replaced...it's clearly accidental damage and not a defect in the cord.
That's what I'm saying...accidental damage is not covered.
The damage you're describing is clearly due to accidental damage and would almost certainly not be deemed by a repair tech to be a defect in the manufacture of the product. And any attempts to make it appear as a results of a defect would constitute fraud.
From that picture it looks like accidental damage to me.

i've been using regularly..nothing special...i turned the laptop off at night...plugged it in for charge...i woke up in the morning...i was putting my adapter in my backpack and i saw it torn...i use my laptop everyday...i carry my charger ALL the time...i didn't trip or do anything out of the norm before this happened. Before this happened my LED light on the magsafe kept turning off. maybe that was a warning?
