This one shows how notification shows when phone is locked.

This one shows how notification shows when phone is unlocked.
Tested in iOS 10.1.1. Not sure if this presents on latest beta.
Also here is a new screen when I update iOS to 10.1.1 through iTunes.

The notification behavior doesn't happen for me. Your passcode is required to update via iTunes.
