I decided to restore my iPad mini 5 to factory settings tonight from my iMac.

usually when you set something up for the first time it’s white. Is it normal to have this background now?

As stupid as it might be please be nice.

I am not sure I fully understand your question.
What background and at what point of the process?

It is only white while you are on the Hello screen and while completing the setting up process.
Once the setup is complete it will use the default wallpaper, whatever that is.

I restored it 3 times last night and each time that background was there

That background looks like one of the default wallpapers so I'd say it's likely normal. I haven't set up a new iPad recently so dunno for sure.

I completely understand that. I’ve restored many iPads and iPhones and NEVER saw a background

I dunno. This is the first I’ve seen it.
