Is it possible to have your cellular iPad set up with its own number/texting, or does it HAVE to be tied to your phone and iMessaging of the account you have on your phone?

Even with a different Apple ID, it’s not really working because it’s making you get a code from another device you have, but you woiuldn’t have another device to accept the code if it’s a different ID.

Does any of this make sense?

I don't have an iPhone. Each of my two cellular iPads have their own phone numbers. This is the $34.99/month plan from AT&T. I don't use iMessage.

You can get a text bundle included with your cellular data allowance. The other route is to get a Skype number or one from Google (if in the states) and have a paid plan with either of them. Imessaging can be used without a mobile number, with other imessage contacts. Just need to be connected to Wifi or cellular.
