Issue downloading items on new iPhone 14 pro

I got a new iPhone 14 pro and along with many people also am having the system data issue. But I also am having issue downloading movies. I am going on a trip and wanted to download videos from Netflix, Amazon, Apple, HBO. My phone is connected to wifi and turned my VPN off and it will say waiting for connection. My phone works fine otherwise and is connected to the internet. If I turn my phone on and off it will sometimes allow me to download things, but most the time is just the waiting circle. I've already reset my phone and downloaded the update. anyone else having this issue?

What VPN are you using?

Surfshark. I've turned it off cause I thought that might be the issue, but no improvement without it on.
