issue in 820-3115 board with U6100 on 5 & 6 pins ( no chime )

so i recently have a board with no chime ( 820-3115 it must be a A1278 from 2012 ), following the circuit schematic i found that component U6100 does not have voltage in 5 & 6 pins, those are for SPI_MLB_MOSI and SPI_MLB_CLK, i follow the trace until U1800, all traces have continuity but apparently there is no energy leaving U1800 to reach U6100, the question is? U1800 chip is defective and must be changed? if so i am lost because i don't have any reballing equipement. thanks in advance.
