All Devices Issue pairing Apple Watch while using Watch OS 6.2 Beta and phone is on iOS 13.1.1?

Is anyone else having an issue pairing your Apple Watch while the iPhone is on iOS 13.3.1? I can pair it as long as I am on iOS 13.4 Beta.
