Ive actually had this issue since the 2nd beta and hoped it would go away with future updates. This only happens on my 6+ and not my iPad.

On the home screen if I swipe to the suggestions screen or if i swipe down for spotlight and search for an app by name it never shows up. For example, Feedly shows suggested websites and wiki but not the app.

Is there a place on the phone in settings I need to check to enable apps to show here? I thought it would be under Settings > General > Spotlight Search but that just enables which apps show by default I think before you search. Those are all enabled.

I had the same issue and it surprised me but resetting network settings fixed it. I don't know if this will apply to you as well but I was working on WiFi calling and reset network settings to see if it would help with the activation. It didn't but it did however re index my applications and I have the ability again to search for them with spotlight. You might see if it works for you too.
