I’ve been having issues where occasionally touching links in Safari don’t work. Sometimes refreshing the page fixes it. Sometimes it doesn’t. Same with closing the browser and reopening.

Also use Vudu’s Disc to Digital and it will not work at all when taking a picture of a UPC (won’t let you click on Use Photo).

I’ve noticed that issue as well, quite irritating but hopefully fixable.
 
Same. On iPad the fix I found is to rotate the display and the links are clickable again
 
I’ve been seeing this for a while on iOS 11.x, so I don’t think it’s specifically an iOS 12 issue.

Scrolling a little before trying the link again normally works, or using 3D Touch.

I've experienced this issue as well on my iPad. What seems to happen on mine is that half of the touchscreen becomes unresponsive. If I scroll the page so the link is at the top half then I can click it. Usually locking the iPad for a while fixes this, need to try rotation as well.
