Hey,
I have a Mac Pro 1.1 (flashed to 2.1 firmware) with a BootROM version of MP21.007F.B06 and a SMC version of 1.7f10.
My video card is a NVIDIA GeForce 7300 GT, 5GB RAM, 2.66 GHZ Dual-Core Intel Xeon, and currently running Lion (10.7.5)

When I try to start up from the Mavericks installer from a flash drive (or by starting up from another hard drive with Mavericks, installed by another Mac using Target Disk Mode), the Mac Pro redirects startup to the Lion Drive. Can anyone help me?

Select Startup Disk in System Preferences and chose your boot drive . The choice should be sticky .

Or , you can press the Option key at startup and select the startup disk from the displayed icon choices . This is called boot manager and its a function built into the Mac's firmware . For your model of Mac and OS , this requires an EFI graphics card like your 7300 .

I have tried that, (both with the flash drive and the hard drive), but they still redirect to the hard drive with Lion.

The last OS X that your Mac officially runs is 10.7.x ( Lion ) .

She will in fact also run from 10.8.x ( Mountain Lion ) to 10.11.x ( El Capitan ) from a patched installer .

You cannot use retail OS installers ( or drives with this OS installed ) from Apple to install or boot these OSes with your Mac model .
