Issues with push notifications on iOS11

since the release of iOS11, some of the apps are pushing silent notifications like YouTube and Amazon. Some others do not push any notifications at all like IMDb.
Initially I thought it was a problem with my iPhone6. Now i have X and have set it up as new and still the same problems exist.
Any thoughts? All my notification settings are correct. This has been happening for months.

Same problem. Some do, some don't.
Same for the Apple watch.

It's a feature of iOS 11, not at all a bug
