I really don't see why not. It's not like, well at least us Brits, speak a different language (mainly - just don't start talking about colour). I'm generally pissed about many things in Britain similar to this - the way companies treat us like we're in mongolia or something...
You're not in Mongolia, you're just not in America, and Apple's an American company. As sad as it might be, their home market is their primary one. I sympathize ('cause when I was there, I thought London kicked ass, definitely deserving of Apple's attention), but there's really not much that can be done. That said, I do believe that iTMS will get to Europe eventually; it's just a question of when.
