iTunes 10.4 on new Minis

Is iTunes 10.4 installed on new Minis? I suppose new Minis come with 10.7.1 now, and that includes iTunes 10.4? If I buy a Mini and it has iTunes 10.3, I can install the Front Row enabler and use Front Row, which is why I'm asking.

Otherwise, would the only route to go is downloading Lion 10.7.0 and install - would that be possible as long as the Mini isn't refreshed hardware-wise, or are Macs always locked to a minimum of the .x version they came with?

I am not sure about this, but I don't think Apple has ever gone back and added the updates to there OS before shipping. So, I think you'll get 10.7 and iTunes 10.3 which is what was available at the time it was rolled into Lion 10.7.
