Why does Apple require that people have a US iTunes account to download from the US App Store and vice versa for other countries?

I know, I can complain to app creators and whine at them as to why don't they spread their apps to other regions.

But Apple's approach is contrary to their messaging of unified this, that and the other. People move between countries, people spend long periods of time in different countries. Why should people create separate iTunes accounts and go through that hassle and switching between them?

The benefits of that rule by Apple seem to escape me, so why do they do it? (other than because they can).

I have an Apple ID for App Store USA with a lot of credit but I can’t register one credit card because I don’t live un USA.

How can I recover this money for use with my App Store in my country? Can I subscribe to several Netflix, HBO, Spotify,... account and share with other people?

not sure I follow. If you already have a US account with credit on it why would you need to register a credit card. I have a US account from the time I lived in the US as well as a UK account where i now live. I no longer have a US credit card and have no problem with the US account in terms of downloading free apps and updating previously purchased apps.

For example to pay Apple Music Familiar

Althought, I have recover the money for spend with my account in other country or share this money with other subscriptions with my family.

its really annoying. I'm british but live in Portugal. my account has to be Portuguese as my bank is here, which is fine. however some british tv apps are only available on the british store, so I have to log out of my account and into my wife's to update them. when I do that it ****s up my iTunes match and I have to switch it on again and reload all my info.
