Itunes/Apple Music Artwork doesn't sync to my iPhone or iPad

My iTunes/Music library is meticulous with all the artwork on my Mac. When I sync to the iPhone or iPad it doesn't copy all the artwork over. for example I've just synced the iPad and iPhone back together and they are all missing the same album artwork. even though its listed and shows on my Mac.

Any ideas? drives me a bit mad!
