I was playing some music using iTunes, when it suddenly quit. When I tried to relaunch it, a message popped up:

"iTunes cannot open while it's being updated". I waited about an hour, and tried re-launching again, but now it just doesn't respond at all. How long should I wait? Should I just trash iTunes and download it new?

What's going on? And is there a setting that would prevent iTunes from updating while I'm in the middle of using it while playing music?? That seems pretty outrageous.

I'm on the latest iTunes (I guess before this "update") and on OS X 10.11.6.
 
That has never happened to me but that's probably because I unchecked some preferences a long time ago.

System Preferences > App Store > Automatically check for updates > Install app updates

The latter is unchecked (as is "Install macOS updates").

Perhaps something to try.
