Does iTunes backup store all the app information still?

What happens to restore time when there are no apps kept on the hard drive anymore?
So if I was to backup and restore my phone, would it be exactly as before?

App data is backed up. And the apps are downloaded from the phones App Store during restore process. BUT, if the app has been removed from iTunes (by Apple, and not the developer) it will not be restored to your device. Only apps removed by developers stay in purchased tab.

@Mirollin91 answered everything :) but only to mention that, if you would like to keep all ipa files on the disk, you can download, so called iTunes Business edition 12.6.3 because it will allow you to store ipa files on the disk and manipulate with them the way you used to do.
