iTunes bug?

Anyone else experiencing this issue? When I open I tunes I get … then if I close and open again it’ll show Featured/Charts

iTunes is/was a Mac/PC app. That is a screenshot of an iPhone. iTunes has never existed on iPhones. So no, it's not an iTunes bug.
