by the mere definition of the terms, yes. Whether you will notice the difference depends on you and how much you care, and what equpiment its being played on. Try both and see.

Also, depends on what format you use. 128 aac will sound better than MP3 at a somewhat higher setting for instance.

these refer to sampling rates. 128kbps (kilobytes per second) has less information in it than 320 kbps. The more information in the file, the more of the original sound is reproduced. So higher is always better sounding. But at some point you get diminishing returns.
