iTunes Doesn't See Photos Library

I recently connected by iPhone 8 to iTunes and wanted to change which photo albums to sync. When I clicked on photos, iTunes didn't give me an option to sync with Photos -- only my "Pictures" folder.
I assume iTunes is still the way to sync Photos with my iPhone? How to I get iTunes to find my Photos library? (I didn't see anything in the settings, but maybe I'm missing it.)

Photos do not sync between the Mac and iPhone via iTunes. Photos sync using iCloud, you need to enable Photos iCloud sync on both the Mac (System Preferences>iCloud) and iPhone (Settings>Photos).

does this mean that i have to upload all of my photos to iCloud?
If I create an album in Photos and want to sync that album to my phone, I can no longer do this on iTunes?

Unless things have changed, CoastalOR is incorrect. When you sync via iTunes, as you say, you should be able to choose which of your photo/Albums in Photos get synced to your iPhone.

So, any idea why my Photos library is greyed out?

(I really miss the old days when one of the primary benefits of staying within the Apple environment was that everything worked, seamlessly and usually intuitively.)

Only that when I got my new 5S, it took two or three syncs before the Photos option showed up in iTunes. Is your 8 brand new or has it worked before?

It's pretty new. I can't remember if I've used it to sync photos yet. Thanks, I'll play around with it.

I do not have any photos on iCloud.. I make up albums in Photos and sync the ones wanted to the various iDevices.
Attaching the Device to the Mac makes it easier. Tap done at the bottom of the screen to keep the Device in the list in iTunes. Note select the Device on the top of the iTunes window not the sidebar.
