I'm trying to minimize using iTunes and syncing only my ripped movies. However, when I try to uncheck syncing apps in iTunes, it tells me it will remove the apps from my iPad. That's not what I want. I want to keep my apps on my iPad, sync in the cloud, and remove all apps on iTunes. Is this possible?

simple answer: no

can't pick and choose when you'll sync different media/apps.

correct me if I"m wrong but I don't believe iCloud syncs movies. what you're actually doing is just syncing over wifi to your iOS device. each time you sync, it looks for anything that's changed so if you add another movie to your list, it should automatically sync that and avoid resyncing the apps.

(this is getting confusing)
