importing MP3's are limited by two things

1) CD-drive speed.
2) Computer Processor.

For 1, you can do a test... import the file as an AIFF. Then convert the AIFF into an MP3. That should eliminate the CD bottleneck and you can see if you'll benefit from a faster CD-Rom

For 2, you can minimze other tasks while your computer is importing... but beyond that, you just have to get a faster computer.

I always leave my ibook 700 alone when it's importing. My iBook imports a CD at around 5x, or 2.5x if I am working on something and its importing at the same time.

I've noticed the same thing...The TiBook will import at as much as 8x-10x sometimes, if I'm not doing anything else. If I start doing other stuff while I wait it drops to around 2.5x.

I've found it also helps to tell iTunes not to play the songs as it imports. Any song playback counts as something else to take up those processor cycles.

I always turn that off too. For one thing itunes would have to multitask between playing your song and moving the laser back to the song thats being imported. Its unnecessary wear on the CD drive and also eats up cpu cycles.
