iTunes in the cloud?

I know that iTunes Match isn't coming until like next week but I can't seem to get music that I purchased to behave in a way I was expecting.

From what I could tell if I delete a song that I purchased in iTunes it would put a cloud icon near it so I could redownload... In practice it is just deleting the song and it goes away for good...

Are they not rolling out the iTunes in the Cloud yet or am I doing something wrong?

Go into the ITunes Music Store and click on the link for "Purchases" in the upper right area.
