It bobs up and down just once but doesn't launch when I click it.

I can't force quit it because it's not running. I can't get it to launch and run.

I don't know what M1 is. When I searched it, it seems like newer version of MBP?

This problem is occurring on my iMac.

I would suggest you delete the app. If unable to do that, do a fresh install of OS and use Music instead

Try holding down the option key when you double click on the app in the Applications folder.
Which version of iTunes are you running? You can still download older versions on the Apple website. A reinstall of the same version or a little higher should fix everything. Do not try switching to Music. That's a nearly irreversible step that can easily cause days and days of grief.

Would a reinstall make me lose all the playlists that I made?

So restarting the computer wouldn't fix it?
What could have caused this problem in the first place?
This problem started happening after I restarted the computer by the way. (by force shutting down)

I just tried downloading it but when I tried to run it it says:
"This update requires macOS version 10.13.99 or earlier."
I'm using Mojave.

Likely solution
Before going to that extreme, I'd try playing with iTunes .itl files a bit. Sometimes they get corrupted. Fortunately, iTunes keeps backups. Inside your iTunes folder is a file called "iTunes Library.itl". There should also be a folder in there somewhere (it varies by version) called "Previous iTunes Libraries", which contains older .itl files.

Quit iTunes, if you've somehow got it running.

Drag "iTunes Library.itl" out onto the desktop, so you have a backup. Open your "Previous iTunes Libraries" folder and copy the newest .itl file out to where your "iTunes Library.itl" file was. Rename the file "iTunes Library.itl" and try starting iTunes.
If it doesn't work, drag the old .itl file off the desktop, and back to where it was. You're going to have to do a full OS reinstall, see link.

Ok the link says "I ended up re-downloading the macOS Mojave installer from the App Store, and once it reinstalled the whole OS, iTunes was back on my computer."

When you re-install Mojave, do you need to back up all your data before doing this?

edit: I was able to launch iTunes again by clicking on a music file in the iTunes library.
