ITunes Match downloading all of my music after IOS restore

So I have ITunes match enabled on my phone. When I first set it up, I had every song available for download but none of the music was actually on my phone until I downloaded it by clicking the cloud icon. Over time I downloaded maybe 20GB of music.

Fast forward to yesterday I broke my screen and got a new IPhone. Restored my ICloud backup and now it is automatically downloading my entire music library.

How do I turn this off? The only way I know how is to turn off Itunes Match BUT I want to have the ability to download my music at any given time and not have it auto download everything meaning, I want my entire library visible on my phone but only be able to access it on demand instead of having Itunes auto download everything like its doing now.

I've had the same issue. Very annoying. However this recent time I removed my phone on my desktop from iTunes Account > Manage Devices, and when I turned Match on my phone, it didn't download anything. Hope this helps.

thank you i tried and this and while it did stop the downloads most of my other music i could not download due to the spinning circles next to it(as if the songs were already queued for download). ughhh
