From what I've been able to find on Apple's support pages, yes, it appears you can do this:

You may use store credit to pay for your iTunes Match subscription however a valid payment method must still be on file at the time of sign up.

I was able to purchase iTunes Match using the balance I had on my account.

It doesn't let you buy iTunes match unless you have a valid US credit card, even if you have gift card credit.

You could buy one of those prepaid cards from a grocery store. I see the Amex one everywhere.
