Does match update all your music library to the highest quality 256 bit rate or only certain songs it's able to recognize?

Because all my songs are matched on icloud, but a good portion of them still have the 128 bit rate, while others ended up upgraded to 256.

any matched content is 256 bit rate, of course if you want that 256 bit rate version in your local itunes library then you need to download it again.

Your media doesn't update automatically. You'll need to re-download them to get the higher quality. Here's an extremely easy way of doing it all at once.
