THis is so confusing. One day iTunes lets you redownload apps for free, the next it starts to tell you your credit will be charged.

Just the other day I searched for SimCity, click the buy button in the search results, it wanted to charge me if I went further. I then go to the product page instead of the search results, this time it lets me download it free.

Well, after still never getting SimCity to run on my 2.2 3G iPhone, I updated iTunes and deleted SimCity from iTunes to get a fresh download before attempting a new install. But no matter what it says my credit card will be charged.

I'm sure it will work on the iPhone, but for best possible success, I want to install it directly from the updated iTunes.
 
I guess the "free" download you got was a glitch, seeing that you have not paid anything yet to buy it, it should be asking you for money.
 
Look at the Receipt

Log into your account on iTunes see if SimCity is under the purchased items. If it is not check if your credit card was charged or if you have iTunes credits check if those were charged. SimCity is not a free app. It is $9.99, if you thought it was free then that might be your problem. You also cannot buy apps directly off the search results page, you must go to the product page. Hope I could help.

You guys must have misunderstood me. I wrote "redownload," which I hoped implied I already purchased and downloaded said app once before. Sorry for the confusion.

I already purchased it for $9.99 a couple days before directly on my iPhone. SimCity would crash after a few seconds running it no matter what. During my troubleshooting I wanted a fresh download, this time through iTunes, not transferred from the phone. That was my issue.

3 times directly on my iPhone I would get a pop-up saying I can download it again for free, since I already paid. Yet with iTunes on my PC, one moment it wants to charge me, the next it knows I bought it and offers it for free, then a day later it wants to charge me again.

Since iTunes kept wanting to charge me, after posting here I recovered the SimCity 1.0.0.ipa file I just deleted from iTunes. After updating iTunes to the latest version and installing SimCity once more it finally started to work.

Before, restarting the iPhone did not help, even after I used restore. Some how updating iTunes fixed whatever glitch there was that prevented the game from running.

On the search results. Right under the Apps result window, among albums, podcats, etc. The SimCity icon is there and there's a "Buy App" button, which works as far as I can tell since I clicked cancel once the "your credit card will be charged" window came up.
