I am trying to restore my iPad Air 2013. my iPad is running the latest software and now I can't restore it. I checked the more info and it says it could be because iTunes isn't up to date. I haven't upgraded my 2018 Mac to new new OS, would that be the issue?

Cause if it is I can't upgrade my OS because there is a program that I have that doesn't have 64 bit version yet.

what do I do?
 
How far back is your OS? If it's many more versions before Catalina, that's likely the issue. Mojave as the previous OS should still work as the last version to support 32 bit apps. As mentioned, upgrading OS and iTunes is probably the only solution.

I have iPad Air 2013 so it’s updated to 12.4 or something.
Maybe if I restore it in a computer that can’t go above the os that is on it.
