I had to completely install Windows and right after that, iTunes began to treat my iPhone as if it's new. When I sync, the 600+ songs and twenty custom ringtones will simply not sync.

Nothing seems to work. Any ideas, and thanks in advance?
 
Download a third party manager like iMazing (there are other similar software), browse into iPhone, delete “iTunes_Control” folder, disconnect and reconnect iPhone to your PC and try again.
Just pick “set up as new” when iTunes prompt you, your iPhone wont just delete data all of a sudden Because of it.
