If iCloud.com has been released for "everyone", then why does my Android device display "the attached image"?

Deceptive Marketing.

this. It only officially works on desktops. Even my iphone gives me that error if I go to icloud.com.

The desktop version is horrid on mobile phones though. Zooming out does not work, so it is basically unusable on a mobile device.
