Hello! I have an iPhone which was purchased brand new around 2 years ago from the Apple Store. I heard that iWork apps are free if you purchased the phone on or later than September 1, 2013. This Apple article backs this up.

However if we try to follow the instructions the "Apps made by Apple" section doesn't exist? If we try to visit the numbers or pages directly it said it's a paid app.

Anybody had the same problem?
 
Try to find them on iTunes. You can get them without the section.

Are you logged in with the same Apple account that you used when you first set up the phone? The first time you open the App Store it should let you "claim" the apps and add them to your account so that they appear as purchased. However, this isn't 100% reliable and I can't offer advice on how to make them show up if it didn't work.

That and it's otherwise a good option to contact Apple support.
