If I create a Pages, Numbers, Keynote doc on my iPhone 4S it will not be synced to my iCloud account.
Documents that are already on my iCloud (created and synced from my iPad) will not sync back down to my iPhone.*
Photostream, however, does work.
iCloud backup also works.
It's just the iWork documents that will not propagate to and from the iPhone.

Everything is updated.
All settings are turned on.
Everything thing is on the same iCloud account.

I have toggled everything on and off and reset.
I have erased iWork apps and reinstalled.
I have singed out of the iCloud account on everything and signed back in.
I have completely erased the phone and reinstalled everything from scratch.
And, I have spent two hours talking to four different "Geniuses" at the Smithhaven, NY Apple Store on 2/16/12.
They were friendly and dedicated but could offer no help and sent me home with with a shrug of their shoulders.

I would try deleting the iWork apps and the iCloud account from your phone. Restart the device and then add back the iCloud account, making sure Docs in the Cloud is on. From there download Pages, Numbers, and Keynote from the App Store (not by syncing with iTunes) and fire them up individually. Should ask you the first time you open the app if you want to use it with iCloud.

I have already tried that.

Very frustrating.
At the genius bar they just shrug after a while and hand the phone back to me, and say "sorry,"
There is no way to contact Apple.
Meanwhile I live with a phone only 3 months old, and an iCloud account with extra storage, minus much of the functionality I paid for.
 
Personally I wouldn't have taken the shrugged shoulders response. The functionality is there and, for whatever reason, it won't work on your device. It's on the Genius Bar folks to figure that out. If they can't then they need to find someone who can, not send you on your way with a key function of your device inoperable.

If what I suggested doesn't work, I'd go back to your local Apple Store.
 
Yes. I am going to go back.

When I left, I thought I would call or email Apple with the problem but I have since found that there is no way to do that.

I could PAY Apple to call me back, but I loathe the thought of what the likely fruitless call would be like: "Is your phone turned on?...Did you set up an iCloud account?..."
 
Solved

I solved it.
Here's what I did. Hope it works for you if you have the same issue.

Apparently, there is a (not very well) known issue with migrating from Mobile Me to iCloud.

Turn off iCloud Sync for "Documents and Data".
Turn off iCloud Sync for each of the iWork apps.
Look under "Settings" › "Mail,Contacts,Calendars" and see if you have a Mail Account listed as Mobile Me. If you do, delete it.
Turn all iCloud syncing settings back on.

I did not. But, I had two Accounts listed as iCloud. One was my primary iCloud account which was syncing everything. The other was just syncing mail. I deleted the secondary account.
Documents in the Cloud immediately began to work.

Since I still wanted to check the mail for that account on my iPhone, I reinstalled the account.
Documents in the cloud still worked.

It just needed to be toggled off and on.

Go figure.

Thank you for your hint in this issue, i had the same problem, i followed the steps and now my docs are sync with iCloud in my iPad
 
I'm having the same issue. Apple tech support were stumped.

It won't download or upload to Numbers/Pages on iPhone. Seems to be working fine on the iPad.

Have restored both, turned Docs in the Cloud on and off, reinstalled both apps, deleted and readded iCloud, checked for extra accounts ... it's madness!

The person who solves this could be the best person in the world!
 
@pad07: Are your iPad and iPhone running iOS 5.1.1? Are Pages/Numbers up to date according to the App Store? Next, go to Settings->iCloud on both, are the accounts the same? Shouldn't matter if one is @mac.com the other @me.com. If they aren't the same, there's the problem, you need to have both on the same iCloud account. Sign out of iCloud on the iPhone and sign into the one matching the iPad info. If they are already signed into the same AppleID, maybe close Pages/Numbers from the multi-tasking bar, and reopen to refresh.

Thanks for the reply. Up to date iOS. Same accounts in both iPad / iPhone for iCloud. Have tried closing in multi tasking bar.

Nothing works.
 
If you create a document on the iPhone, does it appear on iCloud.com or on the iPad? Are you on data or Wi-Fi when you open Pages/Numbers on the iPhone? Is the Use Cellular option on in Settings->iCloud->Documents & Data? See if any of the additional steps here are of assistance.

If I create a document on iPhone it does not upload to iCloud.com.

The Cellular option is on, and nothing in that article helped.
 
When you spoke with AppleCare, did you talk to their frontline support or to a senior advisor/Tier 2? The second level should be able to take the call further so if you haven't met with success so far maybe you should give them another call to continue.
