I've read it might be possible to jailbreak 6.1.3

Is this correct?

If I have to up-date is there a way of updating to 7.0.2 or will it go straight to 7.0.4 and which would be best for jailbreaking when it gets released.

Sorry if it's obvious questions trying to research it. if anybody knows some good sites please let me know

Currently, you can only update to 7.0.4
There is no tool to allow lower iOS7 firmware restores.
