Jailbroken phone can't reset?

This might be an easy answer for you guys but I am confused. Why can't I turn off and restart my iphone without getting the image below from showing up. My friend is on 3.1.2 and his reboots fine. Mine comes up every time with this and the only way I know of to get rid of it is running blackra1n again.

It will probably get fixed in the end, but no-one knows when
