Jitter wave flicker with 2010 mac mini

Am getting a periodic jitter-wave-flicker using a Dell 2007FP 20" monitor connected to my 2010 Mac Mini via a VGA Adapter. Usually occurs on startup and is intermittent after that. Image shows what is occurring.

Anyone know what might be causing this?
