Just bought a Imac 27 inch from Apple on November 27th 2021 but it came with Catalina OS? Is that correct or should it have been Monterey?
 
Catalina is what the 2020 27” iMacs originally came with. Should be fine. I suggest upgrade to big sur only. Trust me, you don’t want Monterey yet, not until they have fixed the major bugs
I know I have a 2020 for myself but I thought at least it would have been Big Sur. There isn't an option to pick Big Sur as an upgrade only Monterey. Monterey is a little buggy, memory leak but faster than Catalina.

Check the fourth symbol of your serial number according to this, for manufacture date:

I bought it as a birthday gift, it wasn't custom ordered. Middle iMac configuration, which showed sold out few weeks prior.
 
My 24” M1 iMac which showed up at my doorstep in July came with Big Sur. I have been holding off upgrading to Monterey until the 12.1 update drops.

It's probably been sitting around in stock for a while as you would have to be crazy to pay full price for one now with a major refresh coming next year.

Just clean install with your macOS of choice and move on.
 
The OS it came with doesn't matter all that much, if you want an upgrade.
Want Monterey?
Then... just upgrade it yourself.
