Just downloaded Monterey 12.4. Now can't scroll unless I click and drag the scroll bar. Sometimes cursor freezes.

which mac? and have you rebooted? you could try rebooting into safe mode, for a start... but again, which mac is this?

How did you install 12.4, update from a earlier Monterey version or the full 12.4 install from a earlier macOS?
How are you trying to scroll, Mouse scroll wheel or trackpad gesture?

I have rebooted, if by that you mean did I hit the power button on my mac mini and repeated it.
Safe mode? Guess not.

I guess it was from 12.3.
Scrolling attempts that didn't work...Arrow keys, Clicks with mouse below the darkened portion of the right side scroll bar, Page Down and Page Up keys.
No scroll wheel or trackpad.

The problem may be with my browser, Dissenter.
I have no problem scrolling in Pages or Quicken.
