Same issue here. I upgraded and headed to Discount Tire with my MacBook Pro. Immediately connected to their WIFI but no internet. Seems the default "approval and terms" page for accessing their wifi would not show up until I used a real external IP address (not requiring DNS) like google's 8.8.8.8 in my Safari browser. Up popped the Discount Tire web access page and after agreeing to terms all was fine. Might try it.

I solved my issue - actually one of my engineers solved it

if you use a VPn - go to advanced network Settings and delete the profile there

I suspect while deleting the VPN worked the issue I'd something else. Your VPN can be a very useful tool.

no your suspicions are wrong - it was 100% the VPN and the only thing I changed.

the VPN controls IP DNS etc- it was the problem.
reintalling it after catalina was installed allowed me to use the VPN again

I have no VPN configuration, and it's not working for me. I'm sitting in a hotel, and can't join the wifi network because I can't get the web page to popup. I even captured the traffic with wireshark, and I see it actually loading the webpage, but it never pops up for me to enter any information, and I can't get it to work in my browser as it redirects to a HOSTNAME that doesn't resolve.

I did get it to finally work by using the URL that I captured in WireShark and going to it over my hotspot off my phone. Once I did that, and went through the login process, I was able to switch over to the hotel WiFi and I'm online (at least for 48 hours)

I had the same problem and deleting the vpn fixed it. No connection problems since

And if you don't have a VPN profile in there? As I use OpenVPN for my VPN, but there's nothing that shows up in Network Settings in regards to it (as it's literally a standalone app).

FYI the Supplemental Update yesterday resolved this problem for me (not a .1 release, but it did seem to fix this).

I’m having the same problem and do not use a VPN. I have reconfigured and deleted files and tried and tried to get my internet to work. I’ve followed lots of directions from the internet and have had no luck. I am on wifi but simply can’t get onto the internet.

Your router or ISP's? Is router firmware current? What is it using for security? Also, some units come with a firewall supposedly to protect and may be req'd by ISP.

I'm in airports and hotels all the time (pilot).
I have no VPN, If you shut down completely (not just a restart), I can get the "Terms and Conditions" box to pop up to connect to Internet. Hotels I've been to that required a password, I can connect without a shutdown.
PITA, it needs to be fixed. It's bad enough I can't use my Brother Printer/Scanner anymore.
Any way I can still download last OS?

Thanks! I use the Eero mesh system. All of that is current but as for the router, I don’t know. We use charter spectrum and I haven’t had any issues until I upgraded to Mojave. My phone and Xbox and husbands laptop are all able to get onto the internet.
