How do I change the behavior of cmd + tab key to switch between any open windows instead of switching between applications?

I have cmd + ` to switch between windows of the same application. For example, I have two firefox windows open, cmd + ` switches between the two open windows.

I have option + ` to cycle through open windows, this can be any app window that is open. But I don't have a visualization of the windows I'll be cycling through.

Basically what I'm looking for is the behavior in Linux/Windows. Where cmd tabs cycles between open windows of all applications with visualizations.

Imagine you have a code IDE on one side taking up half the screen and two firefox windows open where one takes up the other half and one takes up the entire screen. When I want to switch quickly between the IDE and firefox, firefox takes up the entire screen because cmd + tab cycles between APPS and not windows.
 
Sorry as this is not precisely an answer to your question. But you can press F3 to see all open windows of all applications (in the current space, given that you use spaces).

I barely use the mouse. My workflow is almost 100% keyboard shortcuts. While F3 shows me all open windows, I still need to mouse and or use arrow keys to move around.
