Since the 13 update and all the fixes i have not had a keychain option in safari. I even went as far as to turn on two factor (i do not and will not use a passcode for my phone) and still no joy. I have nothing but blankness where i should have a passwords option in safari. Any ideas?

Are you looking in Settings -> Safari?

Try looking in Settings -> Accounts & Passwords.

EDIT: Or are you talking about the option when you have your cursor in a field where it offers saved passwords?

Everything is as it always has been, but now i have no sign in keychain for any websites. It’s just blank as if keychain weren’t signed in.
