Kingston 16GB mem going "inactive"

Once or twice during the day, I'll fire up the activity monitor and it will show that 12-14GB is "inactive" in blue on the pie graph...a simple restart brings it all back to green "availaible"..

what's going on?

I have run memtest with no problems and see no other symptoms of bad memory...
