Just a thought experiment: Shouldn't it be feasible to install a headless KVM enabled linux on a separate partition/drive/USB and boot macOS from there? While this could seem totally overkill regarding how far the OpenCore boot loader has advanced for running current macOS versions on those machines, it would enable this as well, while possibly also enabling some kind of overclocking/undervolting from linux prior to booting into macOS. To my knowledge these Macs Firmwares do not prevent Overclocking in runtime. I have seen some of those good old xeons sometimes reaching close to 5GHz. Though this is water-cooled, the Mac Pros great cooling capabilities, should enable a low(er) 4GHz range non-the-less (Even After multiple Cinebench runs my dual X5770s only cause a very light increase in fan speed).
While the multicore scores are still good enough (not taking the power consumption into account) the single-core performance leaves a lot to be desired, and this could potentially fuel some more joy into our trusty machines.

Maybe somebody has some more input on this?

I really like to go that route, but I can't find temperature control software based on sensors like MFC for Linux.

It might be possible to come away leaving this to the firmware? However this would need to be tested. Also possible some kind of SMC pass through could be possible to leave fan control to the Mac although I doubt it.
