Seems like I've found a solution, for me & by accident, by turning OFF "Reduce Motion" in settings.
I was also having trouble when closing apps in the "App Switcher". Sometimes it would take a couple of swipes before it would move out.
Anyway, scrolling in contacts, mail and Safari seem to be good now.
May not work for everyone, but it did for me.

unfortunately it does fix scrolling in third party apps
