Do you have a specific example? As an iOS developer we occasionally limit the rotation modes to provide, what we imagine is a better experience for the user.
Most of these apps were made for the phone anyway and their resolution is horrible.

My banking app only supports landscape and not portrait which is a bit annoying as I only usually use my iPad in portrait...
