Language and regional requirements

Aren't the language and regional requirements and timeframe for deployment for apple intelligence the same on macos and ios?
My iphone 15pm and macbook air, are both set to us english, same country in europe, same account.
On the iphone, I don't yet have Ai, which is what I was expecting, but it is available on the macbook?

If you’re in the EU Apple Intelligence isn’t available on iOS yet but is available on Mac because the iOS platform is a gatekeeper under the Digital Markets Act but MacOS isn’t. Apple took extra time on releasing Apple Intelligence iOS presumably to make sure it wasn’t running afoul of a very complicated law.

It’ll be coming to iOS in the EU with 18.4, which is expected in March/April.
