I'm moving abroad this weekend and have tried two unlock services (including a very expensive "premium" service), and neither was able to unlock my AT&T iPhone 5S. Would jailbreak / unlock software such as this be a logical next step?

A jailbreak won't unlock your phone either way

Software unlocks via jailbreak died as an option a few years ago.
