I have a late 2009 27” iMac I want to use as a monitor for my PC. Is this possible? How would I proceed?

Yes you can, it allows use it as target display, but for that you are going to have your imac turned on, so you are going to have two computers consuming power.
Other way is remove all interior parts of your imac (logicboard, psu, inverter, hdd, fans...) an replace it with a controller board designed for your lcd screen. Search for LM270WQ1 controller board. You need to know your exact lcd part number, probably LM270WQ1-SDA2. But those last 4 characters are really important, because there are different connectors for different iMacs

It's a great option for iMacs with dead logic board and also like late 2009 iMac that it's not going to support Mojave, so you are going to enjoy a still usable nice 2560x1440 display with a good looking aluminum enclosure :)
