The HDMI port in the MacPro6,1 only supports HDMI 1.4 and is therefore limited to 4K@30Hz.

In theory, a mDP (Mini DisplayPort) to HDMI adapter should allow you to output 4K@60Hz. However, there are conflicting reports whether this works in practice on macOS.

For example, here's an adapter that fits the spec (description says that macOS doesn't support 4K@60Hz, but a review says it works in their MacPro6,1):

If 4K@60Hz isn't available despite using an appropriate adapter, try resetting the NVRAM.
If that doesn't help, Retina Display Menu or SwitchResX are worth a try.

I actually have access to the TV I linked to, so if I keep the nMP (which is not clear at this time) I think I'll order a known-reliably-working adaptor and, since the nMP is semi-portable (I had thought of flightcasing it actually) dragging it accross town and trying it.

Here's a thread where they discuss the TV I'm talking about (titled KU6400 but covers MU6400 too) for use as a monitor. I've been using HD TV's for a computer monitors for a while now as 1) you can usually track down some fairly reliable calibration settings from test sites 2) they seem to be much better value..

PWM might be an issue with some TVs, but other than that, I'm unsure of any major advantage of using dedicated monitors?

Anyway.. sounds like there is some hope for running UHD@60Hz from the Thunderbolt 2 ports.. even if it's a bit random!

And so there should be,

TB2 = 20 Gbps
HDMI 2.0 = 18 Gbps

Worth noting 4:4:4 @ 60 Hz will max out at 8 bit, as that product spec shows.
