Just downgraded Skype again. Seems to have fixed the issue. http://web.skype.com is still the best alternative for now.

I had the same problem. Googling found someone providing the solution that worked for me.
In the "Web Shield" settings area of AVAST Mac Security, antivirus software, I just had to make
sure "Enable IPv6" was unchecked. Then after a quit and relaunch, Skype connected fine.
I had it "unchecked" before installing Sierra. But I reinstalled AVAST after installing Sierra, and never
bothered to "uncheck" it again.
